The Pacific States of Melanesia, Micronesia and Polynesia is not a recognized sovereign entity — it is a fantasy issuer, producing polymer notes that circulate nowhere and are sold directly to collectors. These pieces exist entirely outside any monetary system and have no legal tender status in any jurisdiction.
Franck Medina is a French designer associated with several such fantasy note projects. The polymer substrate lends a veneer of official credibility, but the format mimics rather than belongs to the tradition of Pacific island currency.
