Issued to mark the liberation of Kuwait following the seven-month Iraqi occupation that ended in February 1991 with Operation Desert Storm. The Central Bank had itself been looted during the occupation — Iraqi forces removed the gold reserves and disrupted the currency system entirely, making this commemorative issue also a statement of institutional recovery.
