Thomas De La Rue had printed Libyan currency since the Kingdom period, and the relationship continued well into the Gaddafi years despite the regime's loudly anti-Western posture. This note appeared a decade after the 1969 coup, by which point the Central Bank had fully replaced the old Libyan Arab Bank as the sole currency authority — a consolidation driven as much by political symbolism as by monetary restructuring.

The P#45 series is not scarce in circulated grades, but uncirculated examples with clean watermark registration are less routine than the survival numbers might suggest.
