The Cruzado Novo was born from the failure of the Plano Verão, introduced in January 1989 as yet another attempt to break Brazil's hyperinflationary spiral — the Cruzado had already collapsed after the disastrous price freeze of 1986. Rather than commission an entirely new print run, the Casa da Moeda simply overprinted existing Cruzado stock, making P#217 a direct physical artifact of monetary improvisation under pressure. The overprint itself is the note's entire reason for existing.
Two signature combinations are documented across the A-series numbering, reflecting the change from Elmo de Araújo Camões to Wadico Waldir Bucchi as Central Bank president mid-run.
