The Foreign Trade Bank of the DPRK issued a series of small-denomination won notes specifically for foreign visitors and exchange certificate holders — this 5 chon belongs to that restricted-use parallel currency system rather than the domestic won in everyday circulation. Foreigners were funneled into a separate monetary track, preventing contact between hard currency and the general economy.
The 1995 Pyongyang Cultural Festival tie-in is the distinguishing feature of the P#24A.2 subtype. These festival-linked issues were produced in small print runs for a bounded event, which is why they surface less frequently than standard Foreign Trade Bank chon notes of the same period.
