Obverse description The obverse is printed in dark red and blue tones on a dense guilloche underprint. The National Coat of Arms of the DPRK is positioned to the left, set within a fine-line rosette, with the large numeral '5' and the Korean character '전' (chon) as the central denomination vignette enclosed in a cartouche. The issuing authority's inscription runs along the lower panel, with the year '1988' to the lower right and a blue-tinted serial number band visible in the upper right corner.

Reverse description The reverse is dominated by an elaborate concentric guilloche rosette in dark red and pale blue, at the centre of which the denomination '5전' (5 Chon) is printed in large bold Korean characters. Repeated micro-text panels reading '5전' border the upper and side margins. A secondary denomination vignette in the lower right corner renders the numeral '5' in white relief against the guilloche underprint.

The Foreign Trade Bank of the DPRK issued a series of small-denomination won notes specifically for foreign visitors and exchange certificate holders — this 5 chon belongs to that restricted-use parallel currency system rather than the domestic won in everyday circulation. Foreigners were funneled into a separate monetary track, preventing contact between hard currency and the general economy.

The 1995 Pyongyang Cultural Festival tie-in is the distinguishing feature of the P#24A.2 subtype. These festival-linked issues were produced in small print runs for a bounded event, which is why they surface less frequently than standard Foreign Trade Bank chon notes of the same period.
