The Beei Hai Bank (北海銀行) was established in 1938 by the Communist Party of China in the Shandong-Hebei border region as the financial arm of local guerrilla administration. Its notes were intended to displace both Nationalist currency and Japanese puppet-bank issues in areas where military control shifted constantly. A bank issuing currency from a territory with no fixed capital and contested borders presented obvious logistical problems — early notes like this one circulated under conditions where acceptance was enforced more by political authority than market confidence.
The bank later merged into the People's Bank of China at its founding in 1948.
