The Ethiopia-United States Mapping Mission was a joint geodetic and cartographic survey operation run under a bilateral agreement, tasked with producing accurate topographic maps of Ethiopia — work that had real Cold War utility. Field camps and support staff needed a way to handle small transactions internally, and scrip like this filled that gap. L'American Club was almost certainly the recreational facility attached to the mission compound, a common feature of American overseas postings in the period.
Red paper rather than printed color coding suggests low-denomination identification by stock, not ink — a practical choice for a small-run scrip operation with no pretense of security printing.
