The 2004 Louisiana Purchase nickel was the first release in the Westward Journey Nickel Series, a congressionally authorized program marking the bicentennial of the Lewis and Clark Expedition. Congress had directed the Mint to alter the nickel's reverse for the first time since 1938 — a significant bureaucratic hurdle given that Felix Schlag's original design had acquired near-untouchable status over six decades of uninterrupted production.
The Louisiana Purchase itself was the underlying occasion: Jefferson's acquisition of approximately 828,000 square miles from Napoleonic France in 1803 for roughly $15 million, a transaction of debatable constitutional standing that Jefferson himself privately acknowledged exceeded his executive authority.
