Fornells de la Selva is a small Catalan municipality near Girona that, like hundreds of other Republican-held towns during the Spanish Civil War, faced an acute shortage of metallic currency after 1936. The central government's inability to supply sufficient coinage forced local councils — consells municipals — to issue their own emergency paper and cardboard fractional currency, known as moneda local or guerra civil local issues. These circulated purely within municipal boundaries, often redeemable only at the issuing body.
