Municipal emergency money issued by the city of Toulouse during the First World War and its immediate aftermath, when the withdrawal of metal coinage from circulation created a practical crisis in everyday small transactions. Hundreds of French towns and chambers of commerce issued similar low-denomination notes during this period — the Chambre de Commerce de Toulouse series is the better-known parallel issue, but this series came directly from the municipality itself.
The watermarked paper is notable for a note of this size and face value; most comparable French municipal issues at five centimes dispensed with security features entirely.
