The Chambres de Commerce emergency issues of northern France filled a void left by wartime metal shortages that persisted well into the early 1920s. Charleville and Sedan, both in the Ardennes department, operated a joint chamber — unusual for neighboring rival industrial towns — and their combined authority gave these aluminium pieces their dual issuer designation. Sedan had been under German occupation for nearly the entire duration of the First World War, and the local economy was still rebuilding when this token entered circulation.
