Patterns like this one were submitted for central approval but rarely advanced to full production — the provincial mints guarded their autonomy fiercely, and Beijing's oversight remained largely nominal.
The Y#161.1 attribution places this within a small group of brass trial pieces distinct from the copper circulation strikes. Brass was atypical for this denomination and almost certainly chosen to differentiate pattern submissions from working coinage during the evaluation process.
