Kiangsu Province's 1906 pattern coinage emerged from the Qing court's broader effort to rationalize China's chaotic multi-mint system, a project that ultimately failed to produce uniformity before the dynasty collapsed six years later. Patterns like this one were submitted for central approval but rarely advanced to full production — the provincial mints guarded their autonomy fiercely, and Beijing's oversight remained largely nominal.
