Belisario Porras served three separate presidential terms between 1912 and 1924, a record unmatched in Panamanian history, and oversaw the construction of much of the country's foundational civic infrastructure — hospitals, roads, the civil registry. The 5 Balboa denomination itself was tied to Panama's longstanding monetary arrangement with the United States, under which the balboa circulated at strict parity with the dollar, leaving Panama no independent monetary policy to speak of.
This clad composition replaced an earlier .900 silver version, a change driven by the global silver price surge of the early 1970s.
