ZAVNOH — the partisan legislative body for occupied Croatia — issued this note in 1943 as a direct challenge to the Ustasha kuna then in circulation. The denomination deliberately equated the new dinar to the kuna at par, a political calculation designed to ease acceptance among a population already handling kuna-denominated money.
Printed under wartime conditions in liberated territory, production quality was rudimentary. Paper stock varied between print runs, and serial number application was inconsistent — minor but real differences between surviving examples are the norm, not the exception.
