Reverse description The reverse is printed in black on white paper and presents the full text of the 'UREDBA O ZAJMU NARODNOG OSLOBOĐENJA' (Decree on the National Liberation Loan), arranged in four numbered articles. A large circular red control stamp inscribed 'IZVRŠNI ODBOR ZEMALJSKOG ANTIFAŠISTIČKOG VIJEĆA NARODNOG OSLOBOĐENJA HRVATSKE' is applied centrally, with the document dated '15. kolovoza 1943.' and a handwritten serial number with prefix 'C/2'. The names of the president, vice-presidents, and executive committee members are printed in two columns at the lower right.

ZAVNOH — the partisan legislative body for occupied Croatia — issued this note in 1943 as a direct challenge to the Ustasha kuna then in circulation. The denomination deliberately equated the new dinar to the kuna at par, a political calculation designed to ease acceptance among a population already handling kuna-denominated money.

Printed under wartime conditions in liberated territory, production quality was rudimentary. Paper stock varied between print runs, and serial number application was inconsistent — minor but real differences between surviving examples are the norm, not the exception.
