Donaueschingen issued this note during the autumn 1923 phase of German hyperinflation, when municipal and regional authorities across Germany were legally permitted to print their own emergency currency — Notgeld — to cover payroll and local commerce as the Reichsbank's own supply couldn't keep pace with demand. By the time denominations reached the billions, the inflation was so severe that a note issued on a Monday could be nearly worthless by Friday.
The Druck- und Verlagsgesellschaft was a local printing and publishing firm, not a specialist security printer, which is typical of late-stage Notgeld production — by late 1923, specialist capacity was overwhelmed and municipalities printed wherever they could.
