The Special Agro-Cheque series was introduced in mid-2008 as a workaround to Zimbabwe's collapsing payment infrastructure — technically classified as a cheque rather than a banknote, a legal distinction that allowed the Reserve Bank to issue high-denomination paper without triggering certain statutory limits on note issuance. By the time this five billion dollar piece entered circulation, it was worth only a few US dollars at the parallel exchange rate, and that value was falling daily.
Fidelity Printers, a Reserve Bank subsidiary, produced the entire hyperinflationary series domestically. The single watermark security feature reflects how severely constrained production had become — earlier Zimbabwean issues carried significantly more sophisticated protection.
