The Urals Cossack Territory issued its own currency in 1918 as the Host government asserted administrative independence during the civil war period, when the collapse of central authority left regional and Cossack governments scrambling to maintain basic economic function. The 4½ rouble denomination is notably odd — fractional Cossack issues of this type were typically pegged to pre-revolutionary coin values, filling the gap left by hoarded silver and copper that had vanished from circulation entirely.

The Urals Host was eventually destroyed as a political entity by 1920, and surviving notes from this short-lived series are accordingly scarce.
