The Provisional Government of the Northern Region — known informally as the Chaikovskiy Government after its initial chairman, the old Socialist-Revolutionary Nikolai Chaikovsky — controlled Arkhangelsk under Allied military protection from 1918. This 40-rouble denomination draws directly from Kerensky-era Provisional Government sheets; the notes were not newly printed but rather existing Russian stock overprinted or perforated to distinguish them from currency circulating under Bolshevik authority further south.
The perforation itself is the defining feature of this issue — a deliberate, low-technology authentication measure adopted because the Arkhangelsk administration lacked the infrastructure for a fully independent print run.
