Laos produced a steady stream of commemorative silver issues through the 1990s almost entirely for the export collector market — domestic circulation of such pieces was never the intent. The 1999 lunar rabbit issue was struck under a licensing arrangement typical of Southeast Asian central banks of the period, with actual production almost certainly contracted to a European mint rather than carried out in Vientiane.
