North Korea's commemorative output accelerated sharply after 2009 as the regime sought hard currency through collector sales routed via intermediaries in China and Europe — the coins were never intended for domestic circulation and most North Koreans would never handle one. The 2011 zodiac series, of which this is a part, was almost certainly produced under contract at a foreign facility, as the DPRK's own minting infrastructure has historically lacked the tooling for bimetallic production at this specification.
