Insterburg — now Chernyakhovsk, Kaliningrad Oblast — was a Prussian administrative and garrison town whose municipal savings bank issued small-denomination emergency money during the notgeld period, when coin shortages forced local institutions across Germany to produce their own fractional currency. The Städtische Sparkasse had the practical authority and the public trust to do so; most holders would have known exactly where to redeem it.

Carl Flemming & Wiskott in Glogau handled enormous volumes of notgeld commissions from municipalities throughout East Prussia and Silesia. Their output was competent and fast — which was the point.
