The Hafenbetriebs-Verein was a Hamburg port operators' association, and this 30 Pfennig note belongs to the wave of privately issued Notgeld that flooded Germany between 1919 and 1921 as small-denomination Reichsmark coinage effectively vanished from everyday commerce. Metal had been hoarded, melted, or simply exhausted by wartime demands, and organizations — trade associations, municipalities, even individual businesses — filled the gap themselves.
Hamburg's port associations were among the more credible private issuers, given the commercial infrastructure behind them. Whether this note saw genuine dockside circulation or ended up in the hands of collectors almost immediately is the question that haunts most Notgeld of this period.
