Parish-level municipalities like St. Martin im Mühlkreis — a small community in Upper Austria's Mühlviertel — stepped in with their own emergency fractional paper, often in print runs small enough that survival rates are genuinely low.
L. Haase of Linz was a regional printer who handled numerous such commissions across Upper Austria, which accounts for the family resemblance between many Mühlviertel issues of this period.
