| Obverse description | The State Emblem of the USSR — a hammer and sickle superimposed on a globe, surrounded by wheat sheaves tied with a ribbon and surmounted by a five-pointed star — occupies the upper half of the field in high relief. Below the emblem, the Cyrillic legend СССР (USSR) is inscribed across the centre, flanked by a horizontal line separating it from the lower field. The large numeral 3 and the denomination legend РУБЛЯ appear prominently in the lower field, with the date 1990 along the bottom rim.
