Obverse description The obverse displays the Russian Federation State Emblem at centre — a double-headed eagle crowned with three imperial crowns, holding an orb and sceptre, with a shield depicting St. George and the Dragon on its breast. The circular legend РОССИЙСКАЯ ФЕДЕРАЦИЯ (Russian Federation) arcs along the upper rim, while БАНК РОССИИ (Bank of Russia), the denomination 3 РУБЛЯ, and the date 2019 г. are inscribed in the lower field. The fineness mark Ag 925 appears to the lower left and the weight indicator 31,1 to the lower right, flanking the Saint Petersburg Mint monogram (СПМД). Two decorative rhombus ornaments punctuate the field at either side of the eagle.

Reverse description The reverse presents a sculptural composition in high relief, depicting a group of figures inspired by the memorial ensemble at the Piskaryovskoye Cemetery in Saint Petersburg, commemorating the victims of the Siege of Leningrad. A standing draped female figure, representing the Motherland, holds a fallen figure in her arms, while grief-stricken figures kneel and collapse at her feet in attitudes of mourning and exhaustion. A darkened architectural silhouette is suggested in the mirror-polished background field. The commemorative legend 75-ЛЕТИЕ ПОЛНОГО ОСВОБОЖДЕНИЯ ЛЕНИНГРАДА ОТ ФАШИСТСКОЙ БЛОКАДЫ (75th Anniversary of the Full Liberation of Leningrad from the Nazi Blockade) arcs along the upper rim in Cyrillic characters.
