Stavropol changed hands repeatedly during the Russian Civil War — White forces, Red forces, and the short-lived North Caucasus Republic all contested the region between 1918 and 1920. The State Bank branch here issued provisional notes like this one during periods of White Army control, when central supply from Moscow was severed and local commanders needed something to pay with. The handstamp was the authentication mechanism, applied per-issuance rather than during printing.
S520B distinguishes a specific handstamp variant within the series. These sub-varieties matter: the same printed note with a different stamp reflects a different administrative moment in a very unstable place.
