Obverse description The State Emblem of the Soviet Union — a hammer and sickle superimposed on a globe, surmounted by a five-pointed star and flanked by wheat sheaves bound with ribbons — occupies the upper field. Below the emblem, the Cyrillic legend 'СССР' (USSR) is prominently displayed across the centre of the field. The denomination '3' in large numerals appears below, followed by 'РУБЛЯ' and the date '1989' at the bottom. The silver fineness mark 'Ag 900' and the Leningrad Mint monogram (ЛМД) are inscribed in the lower left and lower right fields respectively.

Reverse description Three historical Russian silver wire coins (chekany) of the 16th century are depicted in relief at the centre of the field, each showing characteristic irregular planchet shapes. The largest coin, positioned at the top, bears the image of a mounted horseman with a spear; the lower-left coin depicts a bird, and the lower-right coin shows another equestrian figure. A curved Cyrillic legend reading '500-ЛЕТИЕ ЕДИНОГО РУССКОГО ГОСУДАРСТВА' (500th Anniversary of the United Russian State) arcs along the upper rim, while 'ПЕРВЫЕ ОБЩЕРУССКИЕ МОНЕТЫ' (First All-Russian Coinage) appears along the lower rim. The inscription 'XVI в.' (16th century) is placed in the lower centre field between the coins and the bottom legend.
