Russia and China formally established diplomatic relations on October 2, 1949 — the day after the People's Republic was proclaimed — making the USSR the first country to recognize the new government. The 2019 issue marks seventy years from that moment, a relationship that has oscillated between ideological alliance, open border conflict (the 1969 Sino-Soviet clashes on the Ussuri River nearly triggered a broader war), and the strategic partnership that has defined both nations' foreign policy positioning since the 1990s.
