Norges Midlertidige Rigsbank — the "Temporary" State Bank — was established in January 1814 as Norway moved toward its brief union with Denmark's dissolution and eventual Swedish rule. The bank existed in a constitutional vacuum: notes were issued before Norway had a permanent central bank, before the krone existed as a concept, and before the political settlement with Sweden was finalized. This 3 Rigsbank-Skilling is among the smallest denominations that institution ever produced.
Printed locally in Christiania under constrained wartime conditions, the note relied on a watermark as its primary — and essentially only — anti-counterfeiting measure. The Rigsbank was dissolved in 1816 when Norges Bank was formally established, making the entire issue's lifespan under two years.
