Finland was an autonomous Grand Duchy under Russian rule when this note circulated, and the markka itself had only been formally established in 1860 as a way to give Finland a currency independent of the Russian ruble — a carefully managed political concession. The 3 markka denomination was peculiar from the start: threes rarely survive long in currency systems, and this one didn't. The series was retired without replacement at that face value.
Paper survivability is a known problem with Finnish issues of this period; the climate did no favors to notes in everyday handling.
