Louis II ruled Hesse-Darmstadt through a period of mounting liberal pressure that would eventually force constitutional concessions from his successor. His government's finances relied heavily on small-denomination billon coinage to manage everyday commerce in a state that, despite its modest size, maintained a standing army and a court budget well beyond its means. The 3 Kreuzer served the lowest tier of that economy.

The .281 fineness places this squarely in the degraded billon tradition common to the German petty states before Zollverein monetary harmonization pressured standardization.
