Louis II ruled Hesse-Darmstadt through a period of mounting liberal pressure that would eventually force constitutional concessions from his successor. His government's finances relied heavily on small-denomination billon coinage to manage everyday commerce in a state that, despite its modest size, maintained a standing army and a court budget well beyond its means.
