Arktikugol — the Soviet coal-mining trust operating on Svalbard — issued its own scrip currency for use at the company store in Barentsburg, the Soviet settlement on the Norwegian archipelago. Because Svalbard's unique legal status under the 1920 Treaty of Paris prevented the Soviet Union from treating it as domestic territory, ordinary Soviet rubles were theoretically inappropriate for circulation there. The trust's scrip solved that problem neatly, creating a closed monetary system that kept wages on the island from leaking into the broader Norwegian or Soviet economies.

The 1961 series coincides with the Khrushchev-era ruble redenomination, which replaced old rubles at a 10:1 ratio — the scrip was reissued accordingly.
