Austria's 3-euro denomination was introduced in 2017 as an explicitly collectible series, priced at face value to drive public engagement with numismatics. The owl theme continued a run of annual animal issues designed to appeal to younger collectors and casual buyers rather than the secondary market. The unconventional face value — chosen precisely because it has no practical monetary use — means virtually none entered circulation.
