Seurre is a small Burgundian town on the Saône, and this piece belongs to the wave of locally issued emergency-style currency that swept French municipalities in the mid-1990s following a brief revival of interest in monnaies de nécessité for collector and tourist markets. These issues had no legal tender status but circulated informally at participating merchants. Seurre's 1997 issue was part of a numbered series — this being number 21 — a serialization practice that gave each piece marginal collectibility and helped municipalities track distribution volume.
