The nickel-plated brass centre features the municipal coat of arms of Chandler, depicting a stylized triangular design with industrial and natural motifs including a tree and industrial equipment. Chandler's $3 tourist note — issued in coin form by the local CLD development office — was part of a wave of municipal scrip instruments that circulated briefly in Quebec towns during the early 2000s, designed to keep tourist spending within the local economy. Rocher-Percé, the regional county municipality anchoring this issue, takes its name from the famous pierced rock formation offshore at Percé, a point of significant geological and cultural draw for the Gaspésie coast.
