Chinese municipal grain ration coupons of this period were administrative instruments, not currency — they entitled the bearer to purchase a fixed weight of coarse grain (粗粮) from designated state supply stations at controlled prices. Zibo, an industrial city in central Shandong built heavily around ceramics and petrochemicals, would have had a substantial workforce dependent on the rationing system well into the reform era. The 1990 date places this coupon in the twilight of that system; national grain rationing was abolished in 1993.
The coarse grain designation is the detail worth noting. By 1990, fine grain (细粮) coupons were more common in urban areas, and coarse grain allocations had been declining for a decade. A 2500-gram denomination suggests bulk household rather than daily-purchase use.
