These wildlife issues were produced not to serve any functioning domestic economy — 250 shillings was a meaningless denomination in a country with no stable monetary authority — but were contracted through foreign mints and sold directly into the international collector market, a revenue stream exploited by several collapsed or near-collapsed states during this period.
