Somalia's central government had effectively collapsed by 1991, leaving the country fragmented among competing warlords and clan factions throughout the 1990s. These wildlife issues were produced not to serve any functioning domestic economy — 250 shillings was a meaningless denomination in a country with no stable monetary authority — but were contracted through foreign mints and sold directly into the international collector market, a revenue stream exploited by several collapsed or near-collapsed states during this period.
The trimetallic construction mirrors techniques pioneered by the Italian 500 lire bimetallic of 1982 and later refined for the euro series.
