Iraq's gold coinage program through the Central Bank has been sporadic and largely aimed at the collector market rather than circulation, emerging in the post-2003 period as the reconstituted central bank worked to establish institutional credibility. The 2015 date places this issue well into the post-occupation period, after the CBI had survived an extraordinary external pressure campaign — U.S. Treasury sanctions and compliance battles between 2012 and 2014 nearly paralyzed the bank's foreign currency auctions.
