South Ossetia has no internationally recognized central bank in any functional sense — the "National Bank of South Ossetia" is a state institution of a territory recognized by only a handful of UN member states, Russia chief among them. These coins are not legal tender in any currency zone with meaningful circulation, and are produced explicitly for the numismatic export market. Vasily Chochiev was a prominent Ossetian political figure involved in the independence negotiations of the early 1990s, though attributing specific policy outcomes to him remains contested in the historical literature.
