South Ossetia has no internationally recognized central bank in any functional sense — the "National Bank of the Republic of South Ossetia" issues collectibles that circulate nowhere and are backed by nothing, produced entirely for the numismatic export market. The territory itself has operated on the Russian ruble since 2008. Zarin Ivan Tskhovrebov was a prominent 19th-century Ossetian public figure and merchant, but his appearance on a coin from this issuer says more about the commemorative novelty trade than about any coherent monetary or cultural policy.
