Somalia's coinage in the late 1990s was largely a fiction of statehood — the central government had collapsed in 1991 and no functioning monetary authority existed. These pieces were produced for the international collector market, not Somali commerce, a practice that continued for years under the nominal authority of whatever transitional body could license a foreign mint to strike in the country's name.
