Somalia's late-1990s commemorative program was largely a commercial venture driven by foreign coin dealers licensing the Somali name through the transitional administrations that loosely controlled the issuing authority — the country had no functioning central bank at the time. This "Berlin November" piece almost certainly references the fall of the Berlin Wall in November 1989, issued a decade after the event as part of a thematic series sold primarily to the collector market rather than circulated domestically.
