The Auditor General's office, formalized under Nepal's constitutional framework during the Panchayat era, was a relatively quiet subject for a commemorative coin — the choice reflects the government's interest in projecting administrative legitimacy during a period when Birendra's rule faced growing pressure for democratic reform.
