The Zhytomyr Branch of the State Bank issued these notes during one of the most chaotic administrative periods in Ukrainian history — the city changed hands repeatedly between 1918 and 1920, passing through the control of the Ukrainian People's Republic, the Hetmanate, the Directory, the Poles, and the Bolsheviks in rapid succession. Local branch issuances like this one were a direct consequence of that instability: central supply lines for currency collapsed, and regional offices printed their own obligations to keep commerce from seizing up entirely.
Printed locally in Zhytomyr rather than at an established security press, which accounts for the comparatively crude production quality found across the S361 series.
