Russia's 2014 Sochi Winter Paralympics organizing committee selected the Ray of Light and the Snowflake as official mascots through a public vote in 2011 — an unusual democratization of what had typically been an internal IOC process. The colored version of this issue was struck alongside a non-colored variant, both part of a sprawling multi-year commemorative program the Bank of Russia began issuing in 2011 in the run-up to Sochi, eventually encompassing dozens of distinct types across multiple denominations and compositions.
